Addressed Governor Hongkong No. 41 February 22nd.

Your telegram No. 75 to Secretary of State for the Colonies. My Japanese colleague has just telephoned to me following

proposals:

(1) that Major-General Tanaka, Chief of the Staff, shall call on me to apologise on behalf of Army Headquarters for

the occurrence.

(2) that Japanese army is prepared to pay full compensation for all damage done.

(3) that Japanese army is prepared to punish those responsible. (4) that Japanese army will give an assurance that orders have been now given to all troops which will ensure no possible repetition of occurrence.

2, I replied that it was not within my power to discuss matter officially but that I would pass these proposals immediately to higher authorities concerned.
