With regard to Japanese proposal apology and
(?Settlement) bombing Hong Kong have advised Governor that a
guarantee that those responsible for bombing will be punished is
not repeat not required. Prefer leaving disciplinary action
required to Japanese commander concerned. We have invariably
refused similar demands from Japanese on the ground that we must
ourselves carry out investigation and decide suitable action.
Probable senior Japanese Office will visit Hong Kong
in near future. Will endeavour to make more satisfactory
arrangements precise information (?reach) (?us) in advance of
Japanese operations in vicinity of frontier.
