As regards publicity, His
xcellency agreed to my
request that nothing should be sai? officially before Monday
morning papers, so as to give time for arrangements to be made
in London. On Monday the Japanese Government will state that
settlement of incident has been reached as the result of
exchange of notes between the two Goverments. Vice Minister
for Foreign Affairs quite understood you would wish to make a
more detailed statement in Parliament but expressed the hope that this would be made as little controversial as possible so
as not to mar effect of quick settlement,
I should be grateful if I might be informed as much as possible in advance of terms of any statement you may propose
to make or issue.
