time the Governor cannot accept the Japanese version

of the incident, which is clearly a gross

understatement of what actually took place.

Although

the Japanese military authorities in Canton had

previously offered the spontaneous assurance that

disciplinary action would be taken, Mr. Arita

subsequently said in his interview with Sir Robert

Craigie that he could not give such an assurance

without again consulting the military authorities,

which he undertook to do at once. In any case the

Governor and the G.0 .C. both agreed that this

guarantee is not required. There thus seems to have

been a slight modification in the Governor's attitude.
