At (9) the Japanese Consul-General
in Canton telegraphed to Mr. Blunt the
following proposals:-
(1) Major General Tanaka should apologise
verbally to Mr. Blunt for the incident. (2) The Japanese army would pay compensation
for damage done.
(3) Those responsible would be punished. (4) An assurance would be given that orders
have been issued to prevent the
recurrence of any such incident.
The Tokyo telegram No.171 recommends
the acceptance of this settlement proposed by the Japanese army, but in his telegram No. 78 the Governor states that from Hong Kong's
point of view he considers a verbal statement by Major General Tanaka to Mr. Blunt would
entirely fail to meet the case.
In his subsequent telegram No. 79,
however, the Governor expresses the opinion
that an expression of regret and an offer of
this after he had compensation are adequate
