The plan for action which I submitted last
month is based on a contracting system, and I later
found it unsuitable as the contracting system is not
efficient. An old saying runs:- "Sons should be brought
up by oneself and soldiers should be trained personally".
Therefore, this plan is different from the previous
one in some respects. Besides, the contractor mentioned
previously cannot stay here for a long time, and has
left for TAI-WU (The Great Lake) to join the Guerillas.
(2) There is also an old saying; "Dutiful sons will
emerge from a poor family and loyal officials will be
seen in a national crisis". Now, our country and our
people have reached the extremity of death and life,
and it is just the time for the emergence of loyal
officials and patriotic men. However, salvation of the
country and the people cannot merely depend on the
loyal and patriotic men, and the superior should lead
and organise them so that they know the ways and means
of saving the country and the people. Thus, this
important task will be achieved. Hitler revived
Germany through organising unemployed youths and retired
army officers after the Great War. Rightly or wrongly,
I hope my superior will follow this example.
