A xxx company has now been organised and established at
No. XX, XXxx Road in this port. (Details to be described in
person). A special Business Certificate has also been
obtained from the opposite side and works have now been
started. On the pretext of doing various kinds of business,
we will be able to travel freely in the interior; to obtain
information concerning the enemy and to link up with people
of different walks of life for future use. The reason why
I choose to work on the line of business and not on the line
of Government Offices is because the former method will cover
up our activities and will strengthen the power of activity,
thus making success easier. Suppose you hold a Government
post (political or Military) you will be confined to one
sphere and have to wait for opportunity and thus the power of activity will not be strong. Moreover, development will be
made much more difficult with the eyes of people fixed on you.
I have gradually recommended our own man to the enemy in various localities where they will devote their time to
intelligence work. While under the name of doing business I can travel freely between our side and that of the enemy and
try my best to establish contacts. For instance, if we
make use of those guerilla units, whether organised by the Government or not, and bandits and pirates in the interior,
we will not only be able to obtain from them information on
the enemy, but can also make them into a powerful organisation
which will be ready for use when the opportunity offers.
