accidents are many, the fund cannot exceed the
estimated amount at this initial stage. However, if,
later on, the work is really increasing and the fund is
not sufficient for meeting the expenses incurred, we
can only submit for instructions, and cannot increase
the fund in the budget at our own will. The $1,000
can be called the "Safety Fund" or the "Public Fund"
and is used for meeting actual expenses only.
