The amount mentioned under the item of treatment
(i.e. monthly expenditure) contained in the "measures of
Organisation" will be fixed at $2,000 per month. There
will be a total number of 25 men, including 5 leaders,
small and big. Apart from payments of remuneration money,
they will be provided with part of their board and lodging
and travelling expenses. For instance; if the "A" Section
is transferred from a certain place to work in Shanghai,
they should be provided with board and lodging and
travelling expenses from the day of transfer to the time
they return to the place from where they are transferred.
Again, when and if a certain section is transferred to
work on a certain affair and they achieve their aim in two
or three days time, their board and lodging will only be
paid for the same period. Should 10 days or half a month
be required to finish that certain affair, expenses for
board and lodging etc. will be increased of course. This
kind of thing depends on chances, and it is impossible to
make a fixed ruling on it.
Ordinarily, one or two sections will always be
retained at their posts. (This may be changed according
to conditions of works). An inter-transfer should take
place between various sub-sections in every 3 or 5 days.
Therefore travelling expenses to be met are not a small sum.
The following is a rough account on how the $2,000 is to be
spent:-
$1,000 will be set aside for rewards and "commiseration
money". With the exception of rewards which will be
paid out immediately after the affair, the
"Commiseration money" is a fund which cannot be touched
unless an accident occurs.
