LUNG's organisation consists of over 80 men with
monthly expenses of only $2,800. In my opinion
this is not possible, because, if divided, each man
will get not more than $35.00 per month. Besides,
activity fees are not definite. With reference to
your telegram of the 24th which is just to hand,
stating that I had previously submitted that expend-
iture for the Shanghai organisation should be $1.000
per month, I had falsely told them that you had given
instructions to cut it down and that the amount to be
fixed would depend on the results of work. The
amount has now been reduced to $800, and another
$1,000, will be set aside for rewards or for special
conditions. This fund will be used to meet actual
accounts only.
These people are good in Mauser pistols,
other kinds are not suitable.
