Secret. I have learnt with great pleasure 陵 ME
through Mr. LING YUNG that the plan I submitted previously
can be carried out. I have managed to find a house. I
intend to sub-let the upper floor to the secretaries of
the British and French Ambassadors, or to Noble, the French
Charge d'Affaires. On the ground floor I shall establish a
club and I shall invite the high staff members of the
embassies of Britain, France, Germany, Italy, Holland and
Portugal to take part. I shall use one room as a secret room
for the protection of contact and works. The monthly
expenditure is about $200. The income is estimated at
about $400 a month. It therefore requires less than $4,000
to buy the necessary furniture. It will afford us every
facility in our work and we shall not lose any money.
