I agree Japanese would object to connivance at
Chinese intentions regarding this.set and that you should
make regulations as proposed. But before doing so, I
suggest that in fairness to the Chinese they should first
be warned of steps you propose to take. View of His
Majesty's Government is that it will be sufficient to wam
that
Chinese in charge of the set, and that it is not desirable
to take matter up with Chinese Government.
