TELEGRAM from the Governor of Hong Kong to the Secretary of
State for the Colonies,
Dated 26th September, 1939. Received 8 a.m., 26th September, 1939.
Addressed to Shanghai 115 repeated to Secretary of State for the
Colonies 305 Chungking 27. Police and Post Office officials
last night raided building in Kowloon where unauthorised W/T
transmitting set was found in operation. Four operators
2 clerks arrested, 2 armed men found on the premises.
Two code books and large number of documents impounded.
I think it unquestionable that the set will prove to belong
to some Chinese Government department.
Apart from being breach of Telecommunications
Ordinance this is a flagrant breach of censorship regulations of which I must take very serious view. I suspect that other
sets exist here. If so I trust you can effect their suppression
by Chinese Government as incidents of this kind are injurious
to good relations. At least one of the former arrested men

claimed to be the employee of Dr. Kung Chinese Minister of
Finance.
