Colonies repeated to Shanghai telegram number 129.
Since my telegram number 330 was sent strong reasons for
overseas concession suggested in your telegran number 235
have transpired. Impounded document mentioned inny
/telegram number 115 includes cypher telegrams which
disclose that David Kung is closely associated with
terrorist organization which directs assassinations in
Japanese occupied China. Papers will be shown to
British Ambassador on arrival tomorrow. In these
circumstances I trust no such concession regulations
made.
