charges relate to the illegal possession and

operation of wireless transmitting apparatus and the

unlawful possession and use of cyphers. The Governor

adds that the strictest orders have been given to

prevent any misapprehension as to the disclosure to

unauthorized persons of the contents of the documents

seized in the course of the raids.

3. I am to suggest that, should Lord Halifax see

no objection, the Counsellor of the Chinese Embassy

should be informed that it is not possible to accede to

his request that the Chinese Central Trust should no

longer be denied access to the premises which have been

raided, and at the same time that he should be reassured

that there is no danger of any confidential or secret

information falling into the hands of unauthorized persons.

4. Copies of this letter are being sent to the

Admiralty and the War Office.
