Herewith translations of documents decoded telegrams

and reports of two files marked ....(1) 31 File No. 993.

A. and (2) 31 File No. 994. Name... SIU. B. found

Name....SIU.

at No. 172 Nathan Road, Top Floor.

The translations are in the same order as the documents

in the files.

David KUNG alias KUNG LING HON, son of Dr. H.H. KUNG,

the Minister of Finance, is in charge of the floor, and most

of the matter contained in the files is correspondence between

him (David KUNG) in Hong Kong, and a person in Shanghai, known

to the Police at the moment only as No. 1123.

The files deal with the formation of "Assassination

Squads" in Shanghai and the particular attempted assassination

of SIU SIK KWAN, the Head of the puppet "Consolidated Tax

Bureau" in Shanghai.

The files were found in the drawer of a desk used by

one CHAN PO YIN, who is apparently responsible for coding and decoding messages on this particular subject.

Telegrams from Shanghai are mostly addressed to "KUNG".

Many of them are "Strictly Secret. To be decoded personally".

Many of the telegrams from, and copies of telegrams to Shanghai,

are initialled, as having been 'seen', with the character HON;

the same character as the HON in KUNG LING HON.

The translation have been numbered so as to make

easier reference to any particular telegram or report, and the following is a precis of the contents of the two files:-
