Minister for Foreign Affairs spoke to me
today regarding raid on Central Trust. It is
clear to me that he knew nothing of underground
activities carried on there and was much disturbed
when I explained.
2.
I venture to sugest that if Your Excellency
is satisfied that persons under arrest are not
principlas, fine and not imprisonment will meet the
case. I am anxious to get as many minor cases of
friction as possible out of the way in order to provide
better atmosphere for discussion of larger questions.
