My dear Clark Kerr,
Unless you see reasons to the
contrary I should be glad if you could
convey a personal message to the Generalissimo -
assuming that he knows about this David Kung
business
-
and/or to the Foreign Minister, on
the following lines.
1. I share your belief, stated in the
first paragraph of your Tour Series No. 5
telegram: one other hand I am sure that
the Minister for Foreign Affairs appreciates
my indignation at Kung's gross breach of the
hospitality which we have gladly given to
Chinese Government Agencies here during the
war.
2. It is a matter of sincere regret
to me that it has been necessary for my officers
to raid the offices of the Chinese Central Trust:
but the use of illicit W/T and of cypher and
code books in a fortress such as this in war-
time are very grave offences which cannot be
overlooked.
