Dear Ashley-Clarke,
With reference to the Governor of Hong
Kong's Very Secret despatch of October 13th, a copy of
which was sent to you on November 2nd, on the subject
of the police raids on the remises of the Central
China Trust in Kowloon, I am sending you copies of an
exchange of telegrams with the Governor arranging for
the code books and intercepted telegrams to be sent to
this country by safe hand: the first of these has
already been sent to the Foreign office officially.
We made this request at the suggestion of the
War office as the Government Code and Cypher School
are apparently very interested and would like to have
an opportunity of examining them. In due course the
code books will be sent back to the Governor.
I also enclose copies of further correspondence
on the disclosures resulting from the raid, which we
