On each of the lists A, B and C aftached hereto
I have aureated for each person, by a reference to the
a-propriate section of the Deportation of Aliens Ordinance
1935, what I consider to be the appropriate method of
banishment, if such a step is decided upon and becomes
nece sary. It is perhaps useful to mention here that:-
Section 3(1)(b) provides for summary banishment of
an alien convicted in the Colony of any offence.
Section 3(1)(c) provides for um ary banishment,

in
any case not coming within section 3(1)(b), of any alien
where such banish ent is for the public good, but, as Hon.
A.G. says in his minute of 27.10.39 in C.S.0.4/1345/39,
any order made under section 3(1)(c) involves also the
making of a report forthwith to the Secretary of State.
Section 3(2) provides for banishment by what is
usually called "long procedure", and the steps to be
taken thereunder give the person against whom banishment
proceedings are taken an o portunity of knowing what is
alleged against him, and do not involve a report to the
Secretary of State. It will be noticed that I have suggested the use of section 3(2) in every case where the
person concerned has not actually been convicted of an
offence. I submit that there is enough evidence, at any
rate against the persons in List A, to enable the Govern or
in Council to decide to banish every one of them.
