C, and that the following points should be borne in

mind in arriving at a decision whether or not to permit

them to remain in the Colony:-

(a) the advisability, or the opposite, of allowing

even the fragments of the organization at 172 Nathan

Road to remain here, possibly to fom the roots of

a similar organization, and

(b) the advisability of allowing persons who are known

to be members of a Society whose objects are

co-operation, mutual aid and mutual guidance

(apparently mainly in extermination), to remain

in the Colony.

There still remaing the question of whether or

not the Fam Chim Ch'e should be declared an unlawful

society.

This would a pear to be desirable. As regards

the Blue Shirt organization referred to in Hon.A.G. 's

minute of 27.10.39 in C.3.0.4/1345/39, there is no

evidence of any activities which would justify recommenda-

tions for any such action against this organization.

In conclusion, I consider that David Kung

should be informed that certain persons whose names

are known to be connected with assassination organisations

in Shanghai are not welcome in this Colony. These names

a pear on List D.

Not all the addre ses of the persons set

out on lists A, B and C are known as the Police, owing

to the nature of the case, have purposely refrained from

making enquiries. I consider David Kung should be asked

for any missing addresses. If he will not give them I

recommend that, if Government decides they should be

sent away, detention warrants be issued against all those

whom the Police have failed to trace with a view to

deportation proceedings being taken. David Kung is not
