to this memorandum. If those persons are not prepared to

leave voluntarily, they should be told that proceedings

will be comenced under the Deportation of Aliena

Ordinance 1935, for their banishment from the Colony.

They should also be told that if, after leaving voluntarily,

they should see fit to return here without permission

similar proceedings will immediately be commenced against

them.

List B attached to this memorandum contains

three names. Each of these persona hod a desk in the

office at 172 Nathan Road but there is nothing to show

that they were anything more than junior clerks.

They

are not, so far as can be ascertained, members of the Nam

Chim Sh'e

List O contained a list of 30 names. All

these persons are members of the Nam Chim Sh'e but there

is nothing to show that they have any other particular

activities such as are detailed in list A in relation to

the persons named therein. At the same time, if the

Nam Chim Ch'e is in fact coterminous with the assasination

organization, it is not straining conjecture too much to

infer that these men may have been enrolled for the

exprese purpose of acting as intermediaries between the

directors of assassinations and the assassins themselves.

As is well known, such matters are seldo”,

arranged direct and one imagines that in the case of

political murders the connection between the directors

and the assassins is made as indistinct and remote as

possible. In any case, membership of the Nam Chim Sh'e

involves a sociation with undesirables
