Enclosure No.1.

I have the honour to refer to my secret tele gram

No.382 of 2nd November, 1939, and to forward under separate

cover for examination the following documents selected from

ar explanatory of those seized in a subsidiary office of

the Hong Kong office of the Central Trust of China which

was raided by Police and Fost Office officers on 25th

September last in connection with the operation of illicit

wireless apparatus in athan Road, Kowloon:-

statement by Mr. D. w. Waterton, officer of Hong

Kong Wireless Service, as to method used to decode,

copies of

copies of

/ eight telegrams with/their respective code books

Enclosure No.2. (ii) (attached to Enclosure No.1). and decodes attached, and Enclosure No.3. (iii)

Enclosure No.4.

a complete copy of a report by the Director of

Criminal Intelligence on translations of documents found

at the raided premises, to which are appended the

translations themselves.

Also, in order to complete the account of the Police Court proceedings enclosed with my very secret despatch of 13th October, 1939, I attach a press cutting

which gives an account of the conviction and punishment
