Dear Howe,
You will remember the action of the
Hong Kong Police which resulted in them laying
their hands on secret Chinese Government illegal
organizations in ilong kong. I enclose a copy
of a letter which I have sent to Steel at the
War Office, together with copies
together with copies of the Governor's
despatch and enclosure No. 5. I shall hope to
send you enclosure No. 3 as soon as I get it back
from the War Office.
