The local Japanese propaganda newspaper in English

the Hong Kong News, issue of 3.12.39, prints a Soviet

cartoon with the caption "Watch this red hand that may

grasp the entire world". Its friendly pro-British

leader of 17-12-39 finished with the editor's note that

by publishing the article he is not committing himself

to the author's views.

Mr. Tatsuo KAWAI, chief of the Information Bureau of

the Foreign Office, is now touring USA and Europe, according

to Press reports, as minister-at-large.

Japanese Consular secretaries continue to travel between

Hong Kong and Canton.

Commander Ichiji HIGO, naval intelligence officer at

Canton, visited the Colony during the month, and also

Lt. Commander Katukuma HONDA, who says he is naval

intelligence officer attached to the Japanese Special

Service Section at Canton, and part of his job will be

to investigate British/Japanese incidents.

Other visiting Japanese service officers include

Canton, and Major General Yuichi TSUCHIHASHI, G.S.O., majors, a military mission bound for Indo China ex Paris Embassy, and his staff of Military/and Thailand

"by order of the Government", they started off in a hurry

but suddenly changed their plans and although they are

reported to have interviewed the Governor and G.0.C.

of Indo-China on 19.12.39, they could not have spent

much time in Thailand if they reached there at all.
