I have the honour to forward herewith particulars
of a post of Assistant Superintendent of Prisons, which it
is proposed, subject to your approval, to include in the
Prison Department estimates for 1940-1941.

I concur with the opinion expressed by the
Commissioner of Prisons in paragraphs H.2, 3 and 4 of his
report on the subject of the reorganisation of the Prison
Department which I forwarded with my despatch No. 114 of
17th February, 1939, regarding the need for the creation
of this post.

I should be grateful if approval of this post
might be granted in advance of the general approval of thẹ
1940-1941 estimates so that an officer may be appointed to
the post in time to commence his duties in January, 1940.
In this connection I may perhaps make reference
to my despatch No. 818 of 7th November, 1938, with which I
forwarded an application by Lieutenant- Commander R.R.
Helbert, R.N., for an appointment in the Colonial Prisons
Service. Lieutenant-Commander Helbert is forty one years
of age and his retirement from active service in the Royal
Navy prior to reaching the age of forty five years is at
the discretion of the Admiralty. If, however, he is
