The hilly lands in the back-centre and in the
eastern section of the city will be dotted with fine residences, and each block in the densely built up sections is to have a central open area which is to be developed as a park, a play ground to keep the children off the streets, or as small garden plots for those who desire to work them.
The large western park includes an old Chinese village which contains an excellent example of a Buddist temple dating back several hundred years and a much later
three story pagoda, lately fully restored. This park is proposed as a living sociological and archeological museum
patterned after the celebrated Skansen, in Stockholm.
this park can be gathered examples of farm buildings, early village houses, and examples of later community organizations, all occupied, and the inhabitants carrying on their regular modes of life-either primitive, mediaeval or early modern. In addition, examples of ultra-modern working-men's villages and other elements of village life will be erected, with modern schools, hospitals and other items. In other words the park will be a complete living
history of south Chinese social evolution.

The streets are planned with green strip
separations between motor and human drawn vehicles and between those operating in opposite directions. The east and west streets are elevated over those coming from the north at the junction of the two main systems, with ample means of access between each path of travel and each other one, and in the approved American style of clover leafs and huge traffic circle. The railroad approaches to the main passenger station are likewise to be elevated, but also
carefully screened so as to minimize annoyance.
