(2) That estimating the cost of building by its subic contents,
I find that the whole volume of the building is 531,400 oubic feet.
Taking 30 cents per cubic foot as a basic figure for the valuation
of the building which I think more than enough taking inte
consideration the present rate of construction, the cost of the
building would be
$159,420
and cost of land 8,572 sq.ft. based on recent
transaction of adjoining lot @ $5 per sq.ft. $42,860
Total cost of building and land
$202,280
This figure although higher than that stated in paragraph (1)
represents the rate for dwelling houses with interior decoration,
partitioning and equipment. In reality this rate for a godown like
the one in question, with very plain and simple construction is much
above the actual value, as the assumed rate of 30 cents per cubic
feet is obtained from recent price for the construction of the
erdinary European type of dwelling houses.
Further, the increase has been made within a peried already
covered by payment to Government of an Assessment Form No.4 viz.
from 1st July, 1938 30th.June, 1939.
The assessment is deemed to be arbitrary in-as-much as the
