I have the honour to forward in accordance

with Colonial Regulation No. 187 a letter in triplicate

from hir. Ip Kwai Chung of this Colony addressed to the

(hir.

Colonial Secretary regarding the assessment of certain

property belonging to Messrs. Haw Par Brothers, Limited,

which the writer requests may be forwarded to you as a

petition. Copies of Form No.1 referred to in Mr. Ip's

letter, and of two minutes by the Assessor relative to

this matter are also enclosed.

In this connection I would invite reference to

previous correspondence, regarding a similar appeal by

Mr. Ip, ending with Mr. Ormsby-Gore's despatch No. 77

dated 18th February, 1937. This is referred to in the

letter of 28th February, 1939, which the Colonial

Secretary sent at my direction and which forms the

last enclosure to the present petition. I have nothing to add to the views there expressed.
