I have the honour to acknowledge the receipt of your despatch Confidential (2) of 20th January, 1939, regarding the salary to be attached to the post of Director of Education in Hong Kong and to inform you that the relation between this post and those of Director of Medical Services and Director of Public Works had been
fully considered before the proposal contained in my confidential despatch of 4th November, 1938, was submitted and was in fact one of the main factors which led me to
propose the salary of £1500 per annum.

The responsibilities of the Director of Medical
Services and the Director of Public Works are in my view
greater than those of the Director of Education, at any
rate in the present-day conditions of this Colony. Health problems are of the most urgent importance here and the
post of Director of Public Works has traditionally a
higher status here than in most Colonies, which appears
to be justified by the great importance and complexity
of engineering problems here, including the elaborate
waterworks, the problems of reclamation and site-formation
which are almost peculiar to Hong Kong and the
considerable amount of building work undertaken under
the direct supervision of the Public Works Department
