maximum of the ordinary time scale, but a fixed salary of

as much as £1200 per annum would be decidedly too high. It

is frequently desirable to appoint to such a post an officer

of only medium seniority who has chosen to specialize, and

after full consideration I am still inclined to think that the

proposal of an over-lapping scale made by the Anomalies

Committee is the best solution in these cases. It does not

appear that in this case the over-lap would set up any anomaly

which is, I take it, the really objectionable feature of such

a scale. The scale proposed was £880 by £30 to £940/£1000

by £50 to £1250, plus residential allowance. In view of the

revised proposals as regards residential allowance now adopted

the maximum should be reduced to £1200 but I recommend

otherwise that this scale should be approved for these three

posts.

5. I agree that it is unnecessary to prescribe a special

salary for Health Officers or for the Assistant Bacteriologist, who should be officers on the ordinary time scale, although

they may draw extra increments for special qualifications under the scheme recently adopted. I agree that one or more

posts of Senior Health Officer should be created at a fixed

salary of £1200, as for the Senior Medical Officer. I shall

consider in connection with the 1940/41 estimates whether to

make immediate provision for more than one such post.

6. As regards the post of Wireless Engineer I agree with the scale suggested of £950 by £50 to £1050. I agree also to a fixed salary of £750 for Senior Mistresses.
