In continuation of my confidential despatch of 20th May, 1939, on the subject of the report of the Committee to consider anomalies arising out of the introduction in the Hong Kong service of new scales of salary, I have the honour to submit the following proposals with regard to the salaries

of certain posts which remain outstanding.

In the first place I have considered the suggestion 12; in paragraph 2(c) of your confidential (4) despatch of 27th

April, 1939, that in view of the revised scheme of residential

allowance it is not necessary to extend the scales of the

Administrative, Educational and Public Works Department

services as proposed by the Committee. The scheme now finally

adopted does, however, offer much lower residential allowances

for these services than those approved under the original

"Caldecott" proposals and, in the case of the Public Works

Department at least, the limitation of the maximum basic

salary of an Executive Engineer to £1150 would mean that an

engineer on the old time scale, which also had a basic

salary of £1150, would secure no real benefit on promotion.

I have, therefore, decided that the scales in these services

(Administrative, Educational Principals and Inspectors of Schools; and Public Works Department Executive Engineers) should be extended by one further increment to £1200 and, in anticipation of your approval, have so informed the officers
