way towards meeting the claims of the women
teachers and say that if they have any further
grievances it is up to them to lay them before
the Secretary of State in the usual way.

The Governor proposes to adopt the
alternative suggestion regarding residential
allowances put to him in paragraph 2(c) of 12.
Briefly, the Anomalies Report (paragraph 14)
proposed a residential allowance which starting at
nil, should rise systematically with salary up to
a maximum £100 for a salary of £1000) and then
am(
gradually taper off to nothing.
The alternative
suggested to the Governor was the grant of an an
allowance of a certain percentage of the first
amount of salary, a similar percentage on the next
amount, and a minimum percentage on the balance,
subject to a maximum amount on which allowances
are payable.
At the same time it was never the
intention of the Hong Kong Government that
residential allowances should be paid to officers in
receipt of the super-scale salaries for heads of
Departments (the Anomalies Committee fomula
resulted in the disappearance of residential

allowances at a salary of £1,250).
The Governor
has, therefore, effected a compromise by deciding
that:-
