With reference to previous correspondence

regarding attacks by Japanese forces on Chineve junks

registered in Hong Kong, I have the honour to bring to

Your Excellency's notice the case of Fishing Junk No.

3870 .0. which was attacked on the lta Cctober, 1939,

allegedly within territorial waters.

2. The attached copies of statements taken in

this connection contain all the known details of the

affair. The scene of the attack as pointed out to the

police by the complainant is approximately 1 miles

south 33° east of Fan Lau Point, the south west point of

Lantau Island, one mile inside the limit of territorial

Eaters, the nearest point of which is to the south west.

3. As the evidence points to an infringement of

British territorial waters in this case ? should be obliged

if a strong protest might be lodged with the Japanese

Kinistry for Foreign Affairs and a request made for

compensation to the victims who have suffered damage

estimated at $1,600.
