My Lord,

With reference to my despatch No.213 of

the 16th August 1938, I have the honour to

enclose copies of correspondence with the

Chancellor in charge of the Czechoslovakian

Consulate-General in Shanghai regarding

expenditure incurred by the Shanghai Refugee

Committee in Hongkong on behalf of Czecho-

slovakian nationals evacuated from Shanghai to

Hongkong in 1937.

These persons were not evacuated by

this Consulate-General but on their arrival in

the Colony they were admitted to the Refugee

Centres on the verbal assurance in each case

that the Czechoslovakian Consul-General would

be responsible for the expenditure incurred.

The amounts were not recovered in Hongkong and

accordingly on the transfer of the Shanghai

Refugee Committee accounts to me I rendered a

claim to my Czechoslovakian colleague for the

sum of Hongkong $1996. Of this amount

Hongkong 32 was repaid by Mr. Lebenhart, leaving

a balance of Hongkong 1964 outstanding.

In spite of repeated reminders this claim

has not been paid and as recently as the 3rd

March last the Chancellor in charge of the

Czechoslovakian Consulate-General informed a

His Majesty's Principal Secretary of State for Foreign Affairs,

Foreign Office,
