Singh's excellent record and qualifications has been passed over.

I am informed that it came as a great shock to him, and that he

has taken it very much to heart, especially as he had planned

on retiring on pension within a few years. I submit his appeal

for favourable consideration, and would invite your attention

to the fifth paragraph of Mr. Bendall's covering minute. The

adoption of this suggestion would overcome the anomalous position

that would be created by the confirmation of Mr. Roylance's

appointment to Class II, S.C. & A.S. (Local Section) in the

same office.
