THE HUMBLE PETITION OF BADAN SINGH,
Class I Clerk in the Junior Clerical
Service of the Colony of Hongkong, to
THE RIGHT HONOURABLE MALCOLM MACDONALD,
HIS MAJESTY'S SECRETARY OF STATE FOR
THE COLONIES
SHEWETH :-
1. That at the beginning of this year there were five vacant posts to be filled by promotion in the Higher Class of the
Junior Clerical Service of this Colony ;
2. That, as third in the next lower grade (Class I) Your
Petitioner felt certain of promotion, as he was aware that during his more than thirty-three years of loyal and faithful
service he had at all times received the commendation of the
Heads of the Departments in which he had served;
3. That it was, therefore, a great blow to him when, on the announcement of the promotions, it was found that he had been passed over by officers junior to him in Class I ;

That this was especially embarrassing to him because of
the position which he had for years occupied in the Indian community of this Colony; since 1932 he has been President of the Khalsa Diwan (Sikh Temple), the General Committee of which is recognized by Government and the public as the representative body of the large Sikh community; for years he has been Vice-President of the Indian Recreation Club, which
several years ago honoured him by electing him a life member;
he is a Past President of the Kowloon Indian Tennis Club ;
been President of the Guru Nanak Bathing Club since its inception; is Vice-President of a Committee organised by all
sections of the Indian community of the Colony for the
reception and entertainment of distinguished Indian visitors, and is President of a Committee representative of the Indian
Civil Servants of this Colony;
