might then be in place if the petitioners were
dissatisfied with my decisions. The following paragraphs
represent my views of the remedies which should be applied
to the terms of service of the Junior Clerical Service.

The petition may be divided into the following
five main heads:-

Complaint against the system of division of
the Junior Clerical Service into numerous classes
on the grounds that promotion is thereby unduly
delayed and clerks are compelled to stagnate on
the maxima of their various classes.
Complaint that the proportion of posts in the
upper classes is too small.
Complaint that the salaries are inadequate,
especially the starting salary of Class VIB.
Complaint that the Government service does not
compare favourably either in salaries or prospects
with employment in the Naval Yard and business
firms.
Complaints on incidental and minor matters,
e.g. rent and travelling allowances.

Leaving aside the fifth group for the moment
and taking the other complaints in reverse order, I am
satisfied from inquiries which have been made of the
naval and military authorities and important commercial
undertakings in the Colony that there is no substance in
the complaint that Government salaries are comparatively

undertakings, which clearly shows that Government Service
low.
