to non-Chinese only, with a salary scale of

$1200 x 100 $2400 and an efficiency bar at $1800. According to paragraph 4(1) of the petition this

Special Class forms a short-cut for non-Chinese

Clerks to Class II, since promotion to the Special

Class occurs on an average after 5 years service (i.e. when the Clerks are still in Class VI B) and

normally enables a Clerk to reach Class II after a

further twelve years service. Chinese Clerks

on the other hand have to work up right through

the various classes, and the petitioners state that

it normally requires 25 years service to reach

Class II in this way.

The result of this division into a large

number of classes has been the creation of large

blocks in promotion and consequent stagnation on the

maximum salaries of the various classes. It is

stated in paragraph 4 (B) of the petition that these

periods of stagnation may recur as often as every

four or five years, and that each period may last

as long as two to three years. The position has

now become very serious. On 1/1/38, with a standard establishment of 719 (excluding the Special Class referred to above) and an actual

strength of 695, no less than 360 officers, or

51.8% of the total number, were on the maximum
