This is a petition signed by a

majority of the members of the Junior Clerical

Service (mostly Chinese), and addressed to the

Secretary of State. Before seeing this petition

the Governor had no idea that the Junior

Clerical Service were dissatisfied with their

salaries and conditions of service, and the

petition ought more properly to have been

addressed to the Governor in the first place. That

the appeal was made instead direct to the

Secretary of State is due, the Governor thinks,

to ignorance on the part of the petitioners of

their proper course of action; and the reply he

suggests is that the appeal should be made first

to the Governor and then later to the Secretary

of State if the petitioners are dissatisfied with

the remedies which the Governor proposes in this

despatch.
