With reference to Mr. N.L. Smith's despatch
No.342 of 18th May, 1937, on the subject of a report
on the water supply of Hong Kong by Mr. W. Woodward,
published as Sessional Paper No.3 of 1937, I have the
honour to transmit herewith a diagram showing the water
resources and consumption in the Colony during the past
twenty years.

It will be seen that between the years 1928
1938, the total consumption has doubled and that the
resources have also been more than doubled. It has been
necessary, however, to impose water restrictions
annually.

After 1941, when the Shing Mun Valley scheme
will have been fully developed by the completion of
the catch-water system, no further appreciable increase
in resources is possible without embarking on another
water scheme of considerable magnitude.
4.
Owing to the unsettled conditions in China
the population in Hong Kong is estimated to have
increased by approximately fifty per cent during the last two years and there is every prospect of a large portion of this increase becoming a permanency. present population is estimated to be about one and a
half millions.
