I take this opportunity of
informing you of the extent to which the
Force has been mobilized.
By Froclamation
No.8 of 1939 dated 30th August I called out
fifty meubers of the Force for actual service
and by Proclɛzation No.12 of 1939 duted 4th
September a further eighty-eight members.
(Copies or both these Proelanations were
transmitted to you under cover of my despatch
No.599 of 11th September, 1959). Jay
Proclamation No. 16 of 1939 Gated 26th dctober
a further seventy members were called out.
(A copy of this Proclamation was tranmitted
to you under cover of my despatch No.697 of
6th November, 1939). In all 208 members
have been mobilized out of a total strength
of about 350 and although a few of then have
been released from duty in deference to the
claims of their employers the remainder are
actively employed on mine-watching and patrol
duties which are considered by the Naval
Authorities to be of vital importance to the
defence of the Colony.

The supplementary vote of $120,000 approved
by the Finance Committee of the Legislature on 26th
October, 1939, was estimated to cover the pay and
allowances to the end of the year of the 138 members
of the Force mobilized by Proclamations Nos. 8 and 12
of 1939. The mobilization of a further seventy members by Proclamation No.16 of 1939 has now made necessary the provision of a further sun of $40,000.

consent of the Finance Committee to this additional
expenditure, for which your approval is now sought,
has already been obtained.
