In accordance with Colonial Regulation No. 265
I have the honour to request your covering approval of
additional expenditure of the sum of $120,000 under Head
6, Defence, B., Hong Kong Naval Volunteer Force, on page
23 of the printed estimates for 1939.
2. When the estimates for 1939 were framed no
provision was made for pay and allowances to members of
the Naval Volunteer Force in the event of mobilization.
The partial mobilization of the Force since the outbreak
of the war for certain duties such as patrols and mine-
watching has necessitated the disbursement of pay and
allowances in accordance with the approved scale and it
is estimated that $120,000 will be required during the
current year.
3. The arrangements as regards the respective
responsibilities of the Colonial Government and the
Admiralty for payment of officers and ratings of the
Naval Volunteer Forces are explained in the attached copy
of a note by the Commodore. These arrangements result in
a substantial charge being borne by the Colonial Government
which will next year be transferred to the Special War
Budget if the plan for such budget is carried out. The
expenses to be incurred this year will fall upon the
ordinary budget and may be regarded as forming, with other
special war expenditure, an instalment of Hong Kong's
