1939.
Paragraph 69. General Order No. 296 (2) has been
amended so as to authorize the Treasurer to write off
items not exceeding fifty dollars each and for purposes of interpretation "the Treasurer" has been taken to mean "the Financial Secretary". Pending notification of any general revision of Colonial Regulations on this point no attempt has yet been made to allocate between the Financial Secretary and the Accountant-General the responsibilities placed upon the Treasurer by the existing
General Orders.
(Paragraph 82(4). I would refer to correspondence
ending with your despatch No. 283 of 28th July last. This requested further particulars which are being obtained and will, it is hoped, be forwarded at an early date. I would add that Mr. R.G. Witchell returned to the Colony under a Canadian deportation order on 2nd June last. He was arrested and charged on six counts of which copies are attached. He pleaded guilty on all counts and on 17th June was sentenced to six months'
imprisonment on each count the sentences to run
concurrently.
Paragraph 117. The remaining Shing Hun plant referred
to was transferred to the Stores Department in April last with a view to sale. $37,250, about one sixth of the
estimated value, has been realised on sales to date.
It
is now expected that owing to the emergency situation a considerable part may be used by Government in lieu of
purchasing new goods.
Paragraph 118. By a Colonial Secretary's Office
circular of 4th February, 1939, the sale generally by
Government of petrol to Government officers was restricted
to two Government pumps. Apart from these, officers of
the Police, Fire Brigade and Prisons Departments are
permitted to buy petrol from certain other Government
pumps. The whole question is, however, being reviewed
again.
Paragraph 119. The revision of log books and requisition
forms for cars with a view to more complete detail is in
hand and revised copies will be put into use shortly.
Heads of Departments have been instructed to see that in
future complete data are supplied by the officers concerned.
Paragraph 120. On June 13th last instructions were
issued to Heads of Departments that officers in receipt of conveyance allowances were not to use Government cars
the within/areas for which their conveyance allowances were
intended unless no public vehicle was available.
Paragraph 126. The existing practice of centralizing all purchases of stores in the Stores Department was initiated with a view to obtaining the two advantages of
large scale purchases and specialist purchasers.
