With reference to my despatch No. 784 of 24th

October, 1938, I have the honour to forward herewith twelve

The report appears generally to disclose a

satisfactory state of affairs, as in the past, but the

following points appear to call for comment:-

Paragraph 22. Security for officers entrusted with

Government stores.

In June 1939 a substituted General Order No. 70

was published requiring every officer on a dollar

salary and not a member of the Senior Clerical and

Accounting Staff who has charge of Government stores

to furnish security, Heads of Departments being

required to report when security should be furnished.

The object or the qualification is to exempt

inspectors and the like on whom, chiefly for reasons

of geographical situation, the charge of small

quantities of stores devolves.

Paragraph 41(e). Approval was received by despatch

No. 184 of 25th May, 1939.
