My dear Gent,

You will, I fear, look upon my

confidential despatch of August 3rd, which

contains my new proposals regarding the subsidy

to be paid to the Hong Kong Travel Association,

as a 'volte face' of some magnitude. I am afra id

that my previous despatch lay under my 'blind spot' when I signed it, for I do not now find myself in

agreement with its proposals and I regret that I

put them forward: indeed I had to inquire whence

they came.

I am sorry that the Secretary of State

was put into the position of having to turn down

such an obviously wrong-headed suggestion.
