There has necessarily been a substantial increase in defence expenditure, but it is anticipated that this will be offset in part by reductions in expenditure on public works.

The drastic revision of the 1940 estimates which has been effected will enable a small part of the grant in aid to be saved.

The out-turn for the year 1939 is proving considerably better

than was anticipated, and it is hoped that the whole of the provision made under this item can be saved.

It is feared that supplementary provision will be required owing to the loss on exchange, due to the local currency being based on the United States dollar, and to the need for unemployment relies, Increased taxation is being introduced, but not much, if any, additional revenue can be expected this year, It is regretted that it is not possible at present to give a reliable estimate of the supplementary grant which will be required.

The financial position of the Colony is slightly less unsatisfactory than was expected, and it is hoped that a saving on the grant in aid can be effeated,
