Dear Mr. MacDonald,

Sloss and I appreciate very

highly your kind letter of November 9th

regarding the Hong Kong University Committee's

recommendations and the inevitable setback to

them which the war has brought about and we

are most grateful for your support of those

recommendations vis a vis the Foreign Office

and the Treasury.

You may rely on it that we will do

what we can to keep the project of the

University's development not merely alive

but in action; but I am a little doubtful

whether we shall see any material assistance

from local sources while Hong Kong has not

one but two wars on its mind.
