In paragraph 2 of his despatch at 2, the
Governor indicates that the present Committee's
report should not be regarded as having superseded
the eventual need for an outside Commission which
was mentioned in paragraph 3 of 12 on 53611/38.
Subject to the views of the Senate and the
Financial Committee on various points, the
University Council accepted in principle the whole
report. At the moment the Governor only seeks the
Secretary of State's agreement in principle with
the arguments and conclusions of the Committee, but
before this is given (if it is) it may perhaps be
as well to have the views of the A.C.E.C. and the
Medical Adviser on the proposals concerning the
Medical Faculty.
Presumably the Foreign Office and possibly
the British Council will be brought into the
discussion at some stage. A copy of the report
has already gone to Mr. Howe at the Foreign Office.
