I attach a note summarising the main
recommendations of the Committee's report, of the
Council's deliberations thereon, and of the
Governor's observations: and a second note briefly
outlining the financial implications of the
Committee's proposals.
The additional recurring expenditure involved
would be considerable, even were help forthcoming
from outside sources. Moreover, it is extremely
difficult to judge whether such expenditure would
be justified. Opinion in Hong Kong seems to be
that the present offers a unique opportunity for
cultural cooperation with China: but I think it
is at least permissible to feel some doubt as to
the future possibility of such cooperation,
whichever side wins in China: if the Japanese win,
for very obvious reasons,*if victory falls to the
Chinese, it must inevitably increase that Nationalist
sentiment and political self assurance to which
Mr. Mayhew refers in his minute of 9.6.39 above, and
which the Committee give as one of the reasons why
the University has hitherto failed to attract many
students from the interior. On the other hand,
is the consideration briefly touched upon on page 2
of
